The 5-star electro character Cyno finally arrives in the Genshin Impact 3.1 update. Here is what we know about General Mahamatra.

The Genshin Impact 3.1 update marks the long-awaited appearance of the 5-star Electro character Cyno, a character who first appeared in the game’s manga. As a scholar and judge of secrets for the Sumeru Akademiya, he is consistent, transparent and stoic in his actions with fellow researchers and residents throughout the region.
Apart from his stoic personality, Cyno has a more relaxed and quirky personality which surprises many as he dedicates time to his card collection. We’ll learn more about General Mahamatra, Cyno, and what we can expect from him when Update 3.1 arrives.

5-Star Electro Character Cyno Will Make His Debut When Genshin Impact 3.1 Launches On September 28, 2022. The Polearm Wielder will be available through Phase I of the update’s Character Event Wish Banner, where Travelers can use their Intertwined Fate to wish him if they’re lucky enough to pull the character.

Providing Cyno, General Mahamatra, with the loud but stoic voice is a Japanese voice actor miyu irino and American voice actor and YouTuber Alexander Saab.

Like many of his fellow Genshin Impact voiceovers, Saab is a top voice actor known for his work in popular anime series, movies, and video games.
Saab has lent his talents to various characters in Fire Emblem Warriors: Three Hopes, WWE 2K22, Food Wars! The Fifth Plate, Lost Ark and Evangelion: 3.0+1.0 Three times to name.
Irino is best known for providing Japanese voice acting as Sora in Kingdom Hearts III and Super Smash Bros. Ultimate; he voiced important characters appearing in Mob Psycho 100, Boruto: Naruto Next Generations, and Fire Emblem Heroes.
Genshin Impact 3.1 – Cyno Story
According to an in-game description based on Tighnari’s response to Collei about Cyno, he is a much-loved and respected figure in the Akademiya. Nevertheless, a visit from him usually scares scholars because his meetings do not go well.

“Many Akademiya researchers fear that General Mahamatra will interfere with their research. However, it seems that they don’t care about anything. Most of them do not produce results worthy of his visit.
As General Mahamatra and arbiter of secrets, Cyno remains true to his duty to uphold the law and “to help people ‘remember’ the mistakes they have made.”
While it is heartening that those who receive his visit face disciplinary action, some have not come to terms with their fate, either by bribery or by the use of force, to no avail.
Outside of his duties, Cyno enjoys more relaxing hobbies, including joking around with close friends, and happens to be a card collector. Nonetheless, travelers will learn more about him in his first story quest, Lupus Aureus Chapter: Act 1, arriving in the Genshin Impact 3.1 update.
Cyno played a huge role in the Genshin Impact manga by coming to Collei’s aid to help Lisa deal with Collei’s ailments.
In the final chapter of the manga series, he travels to Sumeru with Collei to train her in medicine and the world of Teyvat; it seems that Cyno has remained close to Collei since the events of the manga unfolded.
